近年来，由于经济全球化、世界多元化、及对军事备战的要求，我国地下室也出现了功能多元化趋势，地下室功能的改变也对地下防水方面提出了高要求、高质量的标准，随着地下工程的改变防水施工工艺也产生了巨大的进步，新的防水材料不断出世，质量和品质也在不断提高，施工工艺也日趋复杂；现代防水事业从无到有，从小到大，尤其改革开放以来得到迅猛发展，目前我国防水材料己形成包括SBS、APP改性沥青防水卷材 、高分子防水卷材、建筑防水涂料、刚性防渗和堵漏材料，包括高中低档品种和功能比较齐全的完整系列，并形成材料、生产、设备制造、防水设计、专业施工、科研教学、经营网络为-体的工业化体系。但是，与先进国家比较，我们在产品质量、应用技术、市场培育等方面还存在许多问题，尤其高品质的产品所占比例较小，整体水平不高更为突出。这些都需要我们在新的世纪里不断努力，确保地下室安全和避免不必要的损失。
