Workplace Health and Safety
The industry is a rapidly expanding sector of
the construction industry and the increased
activity in construction in Queensland over
the past few years has resulted in a number
of serious incidents involving concrete
pumping activities.

adequately.
Introduction
Between September and December 2009,
Workplace Health and Safety Queensland
conducted a state-wide audit of the concrete
pumping industry in Queensland.
As a result of these incidents and growth of
the concrete pumping industry, Workplace
Health and Safety Queensland audited this
industry in a two-phase campaign to assist
businesses to operate their equipment safely.
Purpose of the campaign
Since November 2007, three workers have
lost their lives as a result of incidents
involving concrete placing equipment. These
fatal incidents were:
• an electrocution involving a concrete
placement boom that contacted power
lines
• the whipping of a concrete delivery hose
that struck a worker
• a boom collapse.
There have also been numerous other
incidents, including:
• concrete pumping lines that burst at high
pressures with projectiles striking workers
• amputation and crushing incidents that
occurred during the clean-out of concrete
delivery hoppers on concrete pumps
• concrete placement booms that collapsed
and overturned
• workers crushed because of poor traffic
management procedures
• concrete placement booms that made
contact with overhead powerlines and
other plant.

About the industry
Concrete pumping reduces the need for
moving concrete using wheel barrows and
crane-lifted concrete kibbles. This not only
allows concrete to be moved more rapidly, it
also reduces manual handling injuries among
• high stresses on booms that can be
harsh due to the pulsating action of the
concrete pump.
Concrete pumping equipment is prone to
catastrophic failure if:
• it is not used in a safe manner
At the time of the campaign, there were 279
mobile concrete placement booms registered
with Workplace Health and Safety
Queensland, approximately 40 fixed booms
on high-rise jobs (satellite booms) and 400
line pumps being operated in Queensland.
About the campaign
Workplace Health and Safety Queensland
launched the campaign with Master Builders
Queensland with more than 100 people from
the construction industry attending. The
launch included a presentation to the
construction industry on key concrete
pumping safety issues along with an overview
of the campaign.
The campaign had two-phases-an
education phase and an enforcement phase.
The education phase ran for six weeks and
was designed to give the concrete pumping
industry a preview of the benchmarks
Workplace Health and Safety Queensland
would use during the enforcement phase.
This gave the industry an opportunity to
improve safety before the enforcement phase
was implemented. A concrete pumping
information pack was developed for the
campaign and included:
• fact sheets about plant issues, safe use,
traffic control and clean-out procedures
• an enforcement issues document based
on information about key issues and
typical enforcement action taken from the
Concrete Pumping Code of Practice 2005
• an audit checklist to be used by
Workplace Health and Safety
Queensland during the enforcement
phase
• safety alerts on the risks of shortlegging
of mobile placement booms and pipe
delivery line issues.
