我国政府投资项目代建制管理模式的实践与对策研究

摘要：为了保证投资、建设、管理、使用”四分开，提高政府投资效益，
厦门市从1993年开始实行代建制，同时从2002年起全国大部分地区在政府投资
领域全面推行代建制。经过这几年的推广应用，我国工程项目管理水平得到了提
高，但在代建制的推广过程中也存在许多问题，需要不断改进和完善。
论文在分析发达国家和地区政府投资项目管理模式的基础上，对代建制进行
了进～步的界定，把应用于非经营性政府投资项目的代建制定义为狭义代建制，
并把其确定为本文的主要研究对象。通过对几个试点城市代建制管理模式的对比
分析，指出了目前代建制存在的主要问题，包括代建单位的市场准入条件、代建
单位的培育、代建制合同以及保障代建制有效实施的其他问题。从政府和代建单
位的角度出发，提出了若干关于怎样完善代建制的建议。其中，在资质管理方面
建议成立代建资格审查委员会；在代建单位的培育问题上，提出代建单位的市场
准入条件及培育有竞争力的代建企业；在合同选择问题上，建议完善三方代建合
同，并且要完善约束和激励机制；在加强保证代建制有效实施的其他制度建设上，
建议要强制实行工程担保与保险制度，完善招投标管理和监督机制，完善工程造
价评估和监督机制，制定代建服务专业人士管理制度等。对厦门市实行代建制的
有关情况及厦门市推行代建制各阶段代建制案例进行分析，提出建立适应厦门市
经济发展的政府投资建设项目管理模式。这些对策和建议，对完善政府投资项目
代建制会有-定的借鉴作用。

Abstract
In order to guarantee to separate”investment，construction，management，use”
from each other，and improve t11e government。S investment efficiency，Xiarnen City
has begun to carry out Agent System since 1 993，and since 2002，the most parts ofthe
whole country has begun to CalTy out Agent System in the field of governments
investment，After the past few years to promote the application，project management
level of our country has been enhanced.But still，the Agent System in the promotion
process has many problems，and need to be improved and perfected.
Through the base of analyzing the govemment investment project management
model of the developed countries and regions，and making the further definition on
Agent System，that is，defining the Agent System which applies to non-operating
government investment projects to the narrow meaning of Agent System.which iS the
the main study object of this papeL Through contrasting a number of pilot cities Agent
System management mode，the paper points out that the main problems of the Agent
System currently，including the Agent Unitsmarket accessing conditions，education，
contracts and other problems of protecting the effective implementation of the Agent
System.From the perspective of the government and Agent Units，the paper puts
forward several proposals on how to improve the Agent System.For example.in the
field of qualification management.it is proposed tO found the agent credentials
committee to choose the Agent Units in the way of”lX”：in the field of education
of Agent Unit，it is advised to ask the survey and design unit，construction enterprises，
supervision，consultation to develop into the Agent Units；in the field of contract
selection，it is recommended to perfect the three.sides agent contracts.and establish
all investment management company as a client；in the field of the contract incentive
of Agent System，it is proposed to refine and improve the agent contract assessment
indicators in the reference of stimulation checking system.Through analyzing the
implementation of Xiamen Agent System and some cases at various stages。the paper
puts forward a proposal to set up a government investment and construction project
management mode which adapt to the Xiamen City economic development，And
these countermeasures and suggestion will play a reference role on improving the
government investment projects Agent System.
